Who regulates credit bureaus?

I have been a victim of identity theft and the credit bureaus have been very unpleasant to work with. I am considering filing a complaint with law enforcement officials. Does anyone know who regulates the credit bureaus and how to submit complaints or prosecute the credit bureaus for the hell I am going through?
