Is there some sort of time line or "cut off" for debt collection. I have a
debt collector contacting me regarding a bill from 10 years ago that my
husband was supposed to pay in a divorce settlement. He didn't but it has
been 10 years since my divorce the debt may actually be older than that.

Its madness to pay for getting your own money out! Think about the location of the cash machine. If its part of a bank, you are more likely to see no charge. In petrol stations, motorway services and small shops you are likely to be charged.
