Debt Collection Law - Is there a waiting period?

I RECEIVED A COLLECTION CALL AND NEVER RECEIVED A LETTER. IS IT TRUE THAT I SHOULD HAVE RECEIVED A LETTER PRIOR TO THE PHONE CALL? IS THERE A WAITING PERIOD OF 3-5 DAYS BEFORE THE COMPANY CAN CONTACT ME BY PHONE? OR, IS THERE NO PERIOD OF TIME AS LONG AS THEY CLAIM THEY HAVE ATTEMPTED TO SEND A LETTER?THANK-YOU IN ADVANCE FOR HELPING,ANTHONY

@TonyLittle: Sometime the companies call the customer to submit their monthly charges but according to my opinion sending litter to the customer is the best and proper way. You can read Debt Collection Practices Act in the following link; I hope your concept will be clear.
