Collection agency question about junk debt buyers

We borrowed money from citifinancial several years ago. The account was used and closed and reopened again at least 3 times. Due to injury, and loss of employment, the account was sent to collections. Actually, 3 different collection agencies. First American Agencies, then NCO Financial and finally it ended up with a really nasty agency called Walpoff and Abrahamson. This last one "Walpoff and Abrhamson" has offered a 'settlement' of 35 cents on the dollar.

First, do you think they are a junk debt collector?

Secondly, this account shows up more than once on our credit report. Should we look into disputing that?

A junk debt buyer is a company that buys time barred debt and attempts to collect on it. If the debt is past the statute of limitations to collect, yes; I would consider the collection agency "Walpoff and Abrahamson" a junk debt buyer. If anything on your reports is questionable such as duplicates or triplicates, indeed I do recommend you challenge them.
